Produksi Ikan Kapuas Hulu Capai 31.000 Ton/tahun
Putussibau (Antara Kalbar) – Kepala Dinas Perikanan Kapuas Hulu, Kalimantan Barat, Roni Januardi mengatakan Kapuas Hulu mampu memproduksi ikan hingga 31.000 ton per – tahun.
“Penghasil ikan terbesar bersumber dari sungai Kapuas dan sejumlah danau di wilayah Kapuas Hulu,” kata Roni ketika ditemui di Putussibau, Kapuas Hulu, Jumat.
Ia menjelaskan di wilayah Kapuas Hulu ada 23 danau lindung berdasarkan keputusan Bupati Kapuas Hulu.
Menurut Roni hasil ikan masyarakat Kapuas Hulu biasanya dijual ke sejumlah kabupaten di wilayah Kalimantan Barat seperti Kabupaten Sintang dan Melawi.
“Ikan air tawar Kapuas Hulu memang banyak diminati daerah lain bahkan Negara Malaysia juga salah satu sasaran pasaran ikan air tawar,” kata Roni.
Lebih lanjut Roni menuturkan saat ini Kapuas Hulu sudah menjajaki ekspor ikan ke Negara Malaysia, dan sudah dibahas dalam rapat.
“Potensi ikan Kapuas Hulu memang sangat menjanjikan apalagi dengan adanya Pos Lintas Negara Indonesia – Malaysia salah satu peluang besar bagi kita,” tutur Roni.
Ditambahkan Roni potensi ikan di Kapuas Hulu bukan hanya ikan konsumsi namun ikan hias seperti ikan arwana sudah dikenal mendunia tinggal bagiama lagi kita mengemas untuk meningkatkan kesejahteraan masyarakat.
Sementara itu Ketua Forikan Kapuas Hulu, Erlinawati Nasir juga pernah mengatakan Kapuas Hulu merupakan kabupaten penghasil ikan terbesar di Kalimantan Barat.
Bahkan wanita yang juga Ketua Tim Penggerak Pembinaan Kesejahteraan Keluarga (PKK) Kapuas Hulu mengimbau seluruh masyarakat untuk meningkatkan gemar makan ikan dan budidaya ikan melalui keramba dan kolam – kolam.
“Potensi ikan Kapuas Hulu luar biasa, selain untuk ikan konsumsi juga untuk meningkatkan perekonomian masyarakat,” kata Erlinawati.

WUJUDKAN PEMULIHAN SUMBER DAYA IKAN DANAU LINDUNG, PUSRISKAN JALIN KERJA SAMA DENGAN DINAS PERIKANAN KABUPATEN KAPUAS HULU
JAKARTA (17/5). Badan Riset dan Sumber Daya Manusia Kelautan dan Perikanan (BRSDM) melaksanakan kegiatan penandatanganan Perjanjian Kerja Sama (PKS) antara Pusat Riset Perikanan (Pusriskan) dengan Dinas Perikanan Kabupaten Kapuas Hulu, terkait penelitian riset pemulihan sumber daya ikan danau lindung di Kabupaten Kapuas Hulu, Kalimantan Barat, pada tanggal 17 Mei 2018, di Ruang Rapat Kepala BRSDM, Gedung Mina Bahari III, Jakarta.
Hadir dalam kegiatan ini, Kepala BRSDM M. Zulficar Mochtar, Kepala Pusriskan Toni Ruchimat dan Kepala Dinas Perikanan Kabupaten Kapuas Hulu Roni Januardi.
Kepala BRSDM M.Zulficar Mochtar menyambut baik atas terjalinnya kerja sama Pusriskan dengan Dinas Perikanan Kab. Kapuas Hulu. BRSDM siap untuk membantu baik dalam skala nasional yang signifikan pengaruhnya untuk tata kelola kelautan dan perikanan.
“Kami hargai adanya inisiatif dari daerah dan pusat untuk saling bersinergi. Saya berharap risetnya dapat berjalan implementatif karena kita tengah menghadapi tantangan yang serius. Perlu solusi yang signifikan untuk menanggulangi hal tersebut. Perairan umum daratan perlu perhatian lebih karena langsung bersanding dengan masyarakat dan memiliki kekhasan. Sehingga perhatian tata kelola perairan darat ini menjadi atensi kedepannya.
Dengan kerja sama ini, Zulficar pun berharap Kab. Kapuas Hulu bisa menjadi daerah percontohan dan model efektif bagi daerah lainnya yang mengalami permasalahan sama.
Kepala Pusriskan Toni Ruchimat menjelaskan bahwa kerja sama ini merupakan kerja sama lanjutan, yang sebelumnya telah dilaksanakan pada tahun 2016 dan sejalan dengan arahan pemerintah terkait dengan Gerakan Penyelamatan Danau (GERMADAN).
“Dari tim sepakat bahwa kegiatanini perlu ditindaklanjuti melalui pengolahan yang holistik dan berkelanjutan terkait sumber daya ikan di Kapuas. Kami akan membuat suatu perencanaan pengelolaan sumber daya ikan. Semoga dari hasil penelitian dan riset di lapangan bersifat adaptif dan berkelanjutan untuk selanjutnya dapat dilaksanalan dinas setempat dan tentunya atas rekomendasi dari kami,” tuturnya.
Kadin Perikanan Kab. Kapuas Hulu pun turut menyampaikan rasa syukurnya atas terjalinnya kerja sama dengan Pusriskan. Pasalnya Kabupaten Kapuas Hulu mengalami pengurangan stok ikan setiap tahunnya, hingga mencapai 85 persen.
“Kerja sama ini sangat kami butuhkan karena sumber daya ikan cenderung berkurang. Berdasarkan data yang dikeluarkan Balai Riset Perikanan, Perairan Umum dan Penyuluhan Perikanan (BRPPUPP) Palembang, pada tahun 2003 produksi ikan mencpai 239 kilogram per hektar/tahun. Pada tahun 2016 disampaikan bahwa produksi ikan rata-rata per tahunnya hanya 23 kilogram. Hal ini berarti terjadi penurunan 85 persen. Permasalahan ini tentunya sangat berimbas pada perekonomian penduduk setempat karena posisi Kapuas merupakan sandaran perekonomian warga,” jelas Roni Januardi.
Melalui kerja sama ini, pihaknya ingin mengadakan program pemulihan sumber daya ikan. Agar tercipta hasil yang optimal Roni pun berharap adanya sinergitas antara pusat dengan daerah. “Soal anggaran, kami siap berpartisipasi. Kami berfikir bahwa kendala di daerah kalau hanya ditangani dinas daerah akan lama pengerjaanya. Karena itu besar harapan kami peran pusat ke daerah bisa semakin ditingkatkan,” ucapnya.

Produksi Ikan Air Tawar di Kapuas Hulu Menurun
Kualitas Air Sungai dan Danau Turun Jadi Penyebab
Dalam kurun waktu lima tahun terakhir ini, pendapatan usaha pelaku perikanan di kabupaten Kapuas Hulu cendrung menurun. Itu terjadi di baik sektor hulu, maupun pembudidaya serta pelaku usaha di sektor hilir perikanan.

KEPALA Dinas Perikanan Kapuas Hulu Roni Januardi mengatakan, permasalahan utamanya dilatarbelakangi oleh tingkat produksi ikan yang terus menurun, ditambah belum tersedianya sistem pasokan ikan yang baik.
“Maka pasokan ikan di sektor hulu tidak memiliki multi efek ekonomi terhadap sektor hilir. Penurunan produksi ikan di perairan umum di Kapuas Hulu mengindikasikan telah terjadi penurunan stok ikan di badan – badan air potensial,” ungkap Roni Januardi di kantronya, Kamis (15/3)
Dikatakan Roni, salah satu penyebab utamanya adalah eksploitasi ikan yang tidak terkendali. Mulai dari penggunaan alat tangkap yang tidak selektif, bahkan merusak ekosistem habitat sampai penggunaan bahan – bahan kimia berbahaya.
“Kemudian turunnya kualitas air sungai dan danau khususnya diwilayah pertambangan emas,” ucapnya.
Maka kata Roni, strategi yang dilakukan pemerintah untuk memperbaiki pendapatan sektor perikanan harus dimulai dengan pemulihan stok atau program pemulihan sumber daya ikan (PSDI)
“Itu kegiatan utama dan ini harus dilakukan terus menerus. Penerapan dari pemulihan stok ikan ini adalah dengan metode melalui memperluas suaka perikanan. Jadi ada suatu kawasan yang bisa digunakan untuk ikan berlindung, untuk pemijahan ikan dan beranak – pinak dan itu tidak boleh diganggu sedikitpun, jadi kita ada sebuah stok,” papar Roni.
Dikatakan Roni, suaka perikanan dalam bentuk terbatas memang sudah ada, yang ditetapkan berdasarkan SK Bupati, dengan menetapkan 23 danau lindung. Disebut suaka terbatas, karena ikannya masih bisa di panen.
“Seharusnya kalau suaka perikanan itu tidak bisa di panen lagi, sebenarnya danau lindung yang bisa di panen itu namanya usaha perikanan sistem berbasis CBF, ikan di restocking, ditabur benihnya kemudian dalam masa tertentu baru di panen,” jelas Roni.
Lebih lanjut Roni menjelaskan, selain membuat suaka perikanan, penerapan pemulihan sumber daya ikan agar stoknya meningkat dilakukan beberapa strategi, misal harus ada regulasi pemacuan stok.
“Ini harus dibikin, alat tangkap yang diijinkan, pengolahan badan air berbasis CBF, rehabilitasi habitat,” kata Roni.
Menurut Roni, pemacuan stok dengan restocking adalah metode yang tepat, maka pihaknya memprogramkan agar stok ikan ini kembali naik, hingga 2021 minimal harus ada 2 – 3 juta bibit ikan yang di restocking, terutama ikan konsumsi tertentu.
“Metode pemulihan SDI juga tidak hanya dengan menaburkan berbagai jenis benih ikan baru di badan – badan air potensial, tapi jangan lupa para nelayan harus kita berdayakan, terkait masalah tekanan ekonomi yang mereka rasakan, itu kadang membuat mereka tidak bisa berpartisipasi penuh,” tambahnya.
Roni mencontohkan, saat restocking ikan itu mesti usianya dewasa baru bisa di panen, disitu memerlukan kesabaran para nelayan, jangan sampai ikan baru remaja sudah diambil semua, Untuk itu metodenya nelayan di bantu dengan kegiatan yang bisa mengalihkan mereka membuat usaha lain yang masih berbasis perikanan, seperti pengolahan,” pungkasnya.(*)
Dinas Perikanan Kapuas Hulu Siapkan Usulan ke Menteri Susi
Kapuas Hulu, thetanjungpuratimes.com – Menteri Kelautan Dan Perikanan RI, Susi Pudjiastuti diagendakan mengunjungi Danau Lindung Empangau, dan Danau Sunjung Kecamatan Bunut Hilir pada tanggal 5 Agustus 2017. Persiapan terhadap kunjungan tersebut sudah dilakukan masyarakat, baik ditingkat kabupaten maupun kecamatan dan desa terkait.
Kepala Dinas Perikanan Kabupaten Kapuas Hulu, Roni Januardi menuturkan, Pokmaswas, masyarakat sudah membentuk panitia kecil untuk acara kedatangan menteri Susi nantinya. Tim kabupaten juga akan menangani kegiatan di kabupaten.
“Segala macam bentuk kegiatan sedang dipersiapkan,” ujar Roni, Kamis (27/7).
Dengan kunjungan menteri Susi, Roni berharap Kementerian Kelautan dan Perikanan bisa lebih fokus dalam memperhatikan kondisi masyarakat nelayan dan sarana prasarana yang ada di Kapauas Hulu. Kemudian mengintensifkan pembinaan terhadap kegiatan perairan umum daratan di Kapuas Hulu, mulai dari penanganan sumber daya ikan, pemberdayaan pelayanan, sarana dan prasarana serta distribusi pemasaran ikan air tawar.
“Kami juga sudah membuat sejumlah usulan untuk pengembangan bidang perikanan serta kesejahteraan masyarakat nelayan setempat,” papar Roni.
Menurut Roni, masyarakat nelayan di Kapuas Hulu perlu dibantu pembiayaan untuk penebaran benih ikan, khususnya penebaran benih ikan (restoking) ikan endemik, ciri khas lokal yang cendrung mulai berkurang. Banyak jenis mulai dari ikan belidak, jelawat dan lainnya.
Kemudian terkait penanganan ilegal fishing, Roni berharap bisa lebih ditingkatkan, karena pengawasan perairan umum daratan sudah menjadi kewenangan pemerintah pusat.
Pemgawasan ilegal fishing di Kapuas Hulu sekarang ini dilakukan oleh PSDKP (Pengawasan Sumber Daya Kelautan dan Perikanan) Badau.
“Yang ditempatkan disitu pegawai pusat, kita di kabupaten siapkan juga, seperti tenaga penyidik, kita sudah kerja sama dan melakukan kajian dan menindak kasus penyetruman kemarin. Nah kita minta supaya pegawai dan prasarana PSDKP ditambah untuk melakukan pengawasan,” tuturnya.
Pihaknya akan mengusulkan pembangunan Tempat Pelelangan Ikan (TPI) untuk mendukung distribusi pemasar ikan. Sebelumnya kata Roni, rencana pembangunan TPI tinggal menunggu realisasi.
“Dengan lokasi pembangunan tahun 2017 ini di Kecamatan Jongkong, itu sudah disetujui pusat. kemudian rencana Tahun 2018 kita mengusulkan untuk pembangunan di Putussibau. Sampai saat ini jumlah TPI kita ada enam,” ucapnya.
Roni yakin kalau sarana dan prasarana sudah terpenuhi semua kegiatan transaksi di TPI bisa lebih maksimal, seperti adanya kios BBM nelayan, tempat pelelangan, pasar ikan hieginis yang menjadi bagian dari sarana dan prasarana kelengkapan ada di TPI.
“Kami sedang membuat perencanaan lahan, agar TPI lebih representatif, ada kios BBM nelayan, pabrik es mini, tempat pendaratan perahu, cold storage, pasar ikan hieginis dan fasilitas lainnya. Ini di bidang distribusi dan pemasaran,” tutup Roni.

Tahun 2019, Dinas Perikanan Bakal Intensifkan Pengawasan Ilegal Fishing
Saat pembentukan nomenklatur Organisasi Perangkat Daerah (OPD) Kabupaten Kapuas Hulu Tahun 2017 lalu, tugas pokok dan fungsi pengawasan perikanan tidak menjadi wewenang Dinas Perikanan Kabupaten Kapuas Hulu. Namun pada Tahun 2019, wewenang tersebut telah kembali kepada Instansi tersebut. “Ada surat edaran dari Sekretaris Jendral Kelautan dan Perikanan Republik Indonesia yang menerangkan pengawasan dilakukan juga oleh Dinas Perikanan. Khususnya untuk pengawasa tingkat Kabupaten,” papar Kepala Dinas Perikanan Kabupaten Kapuas Hulu, Roni Januardi, Kamis 03 Januari 2019.
Dalam pengawasan perikanan dan penindakan ilegal fishing memang harus ada penyidik, karena Dinas Perikanan tidak ada penyidik maka kerjasama dengan Pengawasan Sumber Daya Kelautan dan Perikanan (PSDKP) Badau dan Polair. Sebab dua Instansi tersebut ada penyidiknya. “Jadi ada tim dalam pengawasan dan penindakan masalah ilegal fishing,” jelas Kepala Dinas Perikanan Kabupaten Kapuas Hulu.
Dengan kembalinya tugas pokok dan fungsi pengawasan ke Dinas Perikanan, ditambah dengan adanya Tim, maka pengawasan perikanan akan lebih maksimal. Untuk mendukung operasional pengawasan ilegal fishing, Dinas Perikanan Kabupaten Kapuas Hulu sudah menyediakan anggaran. Jadi Tim akan lebih intensif dalam pengawasan tersebut. “Operasional kita akan lebih banyak, karena sudah ada dianggarkan di Tahun 2019,” papar Kepala Dinas Perikanan Kabupaten Kapuas Hulu.
Pengawasan nanti tidak semata dari Tim Dinas Perikanan saja, melainkan dari PSDKP dan Polair juga ikut serta. Tetapi juga akan mengaktifkan lagi Kelompok Masyarakat Pengawas (Pokmaswas) Perikanan, yang dulu sudah terbentuk. “Kami akan bekerjasama mengawasi ilegal fishing di Kabupaten Kapuas Hulu,” tutup Kepala Dinas Perikanan Kabupaten Kapuas Hulu.
